The ZFS modules are not loaded. Try running ‘/sbin/modprobe zfs’ as root to load them.
The typical suggestion is to reinstall zfs. If you try and that doesn't resolve the issue then try editing the /etc/modprobe.d/zfs.conf file to remove the options zfs_arc_min= option.
